The Constitution of the International National Democratic Union.
Introduction:
The assembled Member States of the leadership of the International National Democratic Union hereby establish this Constitution. This document serves as a public law between the founding States and the members, as well as the Government and the governed members of the union. The guiding principles of the international national democratic Union are freedom, self-determination and sovereignty of the member States. The Founder's powers exist solely to serve the interests of all member countries, as does the Government outlined in this document.
ARTICLE I
A nation becomes a citizen of the International National Democratic Union after it successfully registers at our union forum and takes the oath of citizenship of the International Union, in which the following is discussed:

I solemnly swear that I will observe and honor the Constitution of the International National Democratic Union and, by doing so, I will receive the rights and benefits granted to all citizens, as specified in the Constitution.

Residents and citizens are equally bound by the rights and limitations of this Constitution. A resident who has not become a citizen has all the rights of a citizen, with the exception of the right to hold office and vote.

To effectively manage the region, a regional government should be created, consisting of the Chancellor of the Union, the Vice-Chancellor of the Union, the Department of Foreign Affairs, the Department of Internal Security, the Department of International Intelligence and the Economic Department. The Founder, the Vice-Chancellor, the head of the Department of Foreign Affairs and the heads of the Department of Internal Security, the head of Intelligence and the head of the Economic Department should work together as the Cabinet of the Union Government.

The Union government is located in Downey City, the capital of the region. Downey City is a neutral territory that does not belong to any nation. Rather, it belongs to all the civil nations of the region.

Section I

Recognizing the unique powers granted to the founder by the idea of nation States, Fliadan, the founder of the Union, holds the position of Chancellor and bears the ultimate responsibility for the management of the region. The Chancellor must work with other members of the government to effectively manage the region.

The Chancellor and the Head of Internal Security is responsible for the execution of decisions of the Supreme Judicial Court by excluding and/or banning States found guilty of crimes against the region.

The founder must cooperate with the Ministry of Foreign Affairs to open and close embassies in other regions, analyze intelligence and determine the most effective course of action for the region. The founder must also cooperate with the head of the Department of Foreign Affairs to establish and maintain relations with other regions throughout the territory of national States.

The founder must cooperate with the Ministry of Internal Security to ensure regular and respectful regional activities both on the regional bulletin board and on the forum. The founder will also work with the Department of Homeland Security to determine the most effective method of attracting new nations to the region.

The Founder should cooperate with the Vice-Chancellor to identify regional problems and provide solutions to issues in which they may arise.

Section II

To assist the Founder in managing the region, the position of Vice-Chancellor should be established. The Vice-Chancellor must cooperate with the Founder and other members of the Cabinet to ensure the effective work of the regional government. The Vice-Chancellor should also be given the authority of a moderator at a visiting forum."

Section III

In order to ensure that the region constantly attracts new members and maintains activity both on its regional bulletin board and on this forum, the Department of Internal Security should be established. The Department of Homeland Security will be primarily responsible for
persuading countries to join the UFN.

To ensure the effective functioning of the Ministry, the head of the Department (Minister) must be elected. The Minister determines the general strategy used by other member countries of the Ministry (provided that this does not contradict the rules of the website of national states). The Minister will also be responsible for maintaining activity both on the regional bulletin board and on the visiting forum. The duration of the term of office of the Minister and the frequency of elections are determined by article II of this document.

Section IV

"In order to represent the region in all national states, as well as to effectively collect intelligence in the interests of the region, the Department of Foreign Affairs should be created. Membership is open to all UFN member countries. The staff of the Department of Foreign Affairs will be responsible for the establishment and maintenance of embassies and alliances in all national States, as well as for the collection and analysis of intelligence relevant to operations in the region.

To ensure the effective functioning of the Department of Foreign Affairs, a Minister or head of the Administration should be appointed. The Minister will determine the best course for the establishment and maintenance of embassies and relations in all national States. The Minister will also determine the methods by which the member countries of the Department of Foreign Affairs collect and analyze intelligence (provided that these methods do not contradict the rules of the website of national states). The duration of the term of office of the Minister and the frequency of elections are determined by article II of this document."

Section V

The WA delegate is elected from among the member States of the UFN World Assembly to represent the region in the World Assembly and approves resolutions and votes on them taking into account the best interests of the region. The Delegate's office may also be involved in administrative activities if the Founder is absent for a long period of time.

Since the WA delegate is not a member of the regional Government, holding this position does not count towards the Article II restriction on holding more than one position in the regional Government at any given time.

Section VI

In order to better comply with the laws of this Constitution, a Supreme Judicial Court consisting of three judges should be established. SJC members will be primarily responsible for determining whether or not any action taken violates any section of this document. If an action is deemed illegal, the SJC is responsible for determining the appropriate course of action to correct the act.

SJC decisions can be appealed on issues of law, not on facts.

ARTICLE II

Elections for each position will be held every three months in accordance with the guidelines set out in this Constitution and the Election Code. During the week preceding the election, the nomination process should begin. Any nation interested in nominating its candidacy for the post of head should officially declare its intention. At the end of the voting period, the countries with the highest number of votes will take their respective positions. In case of equality of votes, a second round of elections is held.

Any government official who has not logged in for at least 14 days without first notifying the Founder, the Prime Minister or the region of the alleged absence may be nominated for impeachment/recall. A survey will be created here on the forum, which will be open for forty-eight hours. In case of a successful vote, the government official is removed from office.

If a position in the Cabinet of Ministers becomes vacant for any reason, the Founder must appoint a replacement before the expiration of the remaining term of office.

A person can hold only one position in the regional government at any given time.

ARTICLE III

In order to ensure a friendly and respectful environment for all nations in the region, countries may be excluded and/or banned for rude or disrespectful behavior,
which includes, but is not limited to: using insults of any kind, posting obscene, illegal, threatening or defamatory content, expressing grief (as defined by the rules of the website of nation States), continuing harassment of another nation or sending spam of any kind on a regional bulletin board, as well as for propaganda of Nazism or fascism. As a practical choice, as well as an ideological one, nations can also be expelled for supporting the views of National Socialism or Nazism (fascism).

The restriction under this article applies to the name of the nation, their choice of flag, their choice of motto or publications on this regional bulletin board or on this forum.

ARTICLE IV

All member States of the Union are guaranteed these rights:

-freedom from interference in the internal activities of their states
- the right to freedom of speech and free association, with the exception of those prohibited by article III
-the right to equal protection before the law, regardless of seniority or position
- the right to participate in the democratic process, whether it is voting, running for office or staying in office
- the right to the presumption of innocence until proven guilty beyond reasonable doubt
- the right to a fair and impartial trial

Any powers not specifically provided for by this Constitution or future amendments should be reserved to individual Member States of the region.

ARTICLE V

Since we cannot foresee what the region may expect in the future, this document may be amended. Any member country of the region may propose an amendment, which is subject to discussion among all members of the region. The proposed amendment must be voted on and approved by 2/3 of the participants.
